Quincy man facing two counts of child porn indicted on new charges

QUINCY -- A Quincy man facing child pornography charges has been indicted on several other charges, including one alleging that he encouraged his roommate to sexually abuse a child.

Martin F. Wiskur was indicted Aug. 1 on charges of predatory criminal sexual assault of a child conspiracy, three counts of child pornography and two counts of Sex Offender Registration Act violation.

The indictment alleges that between Dec. 9, 2017, and April 23, 2018, Wiskur, 61, texted his roommate, Jonathan B. Hoats, and encouraged him to sexually abuse a child under age 13. It also alleges that Wiskur provided Hoats with a room to prevent detection and requested that Hoats send him photographs.

The indictment also alleges that Wiskur possessed three child pornography videos and that he didn't register a new job and email address in violation of the Sex Offender Registration Act.

Wiskur previously was convicted of criminal sexual assault in Missouri.

Hoats, 21, was arrested by the Quincy Police Department on Feb. 15. He pleaded guilty July 9 to one count of predatory criminal sexual assault of a child and was sentenced to 30 years in the Illinois Department of Corrections.

Wiskur appeared Tuesday in Adams County Circuit Court on the new charges. Public Defender Babs Brennan, who represented him in his earlier case, was appointed to represent him. He will return to court Aug. 20.

Wiskur was first arrested in November on two counts of child pornography and one count of failure to register as a sex offender.

He pleaded not guilty to the charges last December, but the case was removed from the September jury docket during his appearance Tuesday in court and set for a status hearing next week.

Wiskur is being held in the Adams County Jail on a combined $250,000 bond.
