HANNIBAL -- A Hannibal man has been charged with felony animal abuse in connection with the reported shooting of a cat with an arrow last week.
Nicholas D. Mitchell, 29, turned himself in to Hannibal police Saturday and was placed on a 24-hour hold, according to the Hannibal Police Department. A warrant for felony animal abuse was issued Sunday.
Mitchell remains in the Marion County Jail on a $25,000 bond.
The Hannibal Police Department said anyone unable to provide care for a pet can surrender the animal to the department's community service officers without charge. After the owner signs a release form, the animal will be placed with a humane shelter for adoption.
